A Long Beach police officer fatally shot a man after the officer used a stun gun and physical force in an unsuccessful attempt to subdue the man, police said Thursday.
Police were called to the 4600 block of East 15th Street by the fire department about 7:30 p.m. Wednesday on reports of an intoxicated, violent man who had fallen out of a second-story window, police said in a statement.
The officer arrived at an the scene in an alley, and the man -- covered in blood -- approached the officer, police said.
After the officer asked the man to stop, his pace quickened and the officer sensed that the man was “going to assault him,” police said.

At the Joy Zone — what is now downtown — people could spend time at the Jewel Cafe to eat and dance. They also could ride the wooden roller coaster purchased by the city from San Francisco.

The Orange County district attorney's office will not pursue criminal charges against Santa Ana's longtime mayor, ending months of scrutiny over allegations that Miguel Pulido made tens of thousands of dollars from a property swap with an auto parts businessman and then voted to award the businessman an exclusive city contract.
A $13,000 fine for six Political Reform Act violations, which was approved Thursday by the Fair Political Practices Commission, will instead serve as the sole sanctions against Pulido, who has served as the city's mayor for about two decades. The mayor's critics said the property swap was a disguised bribe and several of his council colleagues urged the district attorney to explore filing charges. But prosecutors, who took the case to a grand jury, said there was no evidence of criminal wrongdoing.
"I'm relieved that it's over, that it's come to a positive conclusion, and that I can now go focus on my family and the city's business and my personal business," Pulido said Friday after prosecutors released their findings.

On Mother's Day, these mothers weren't celebrating. Instead, the women were standing in the streets of South L.A. carrying signs seeking donations for a "proper burial" for their 28-year-old sister.
Porche Charles had been shot to death a week earlier as she was celebrating her aunt's 70th birthday at a family gathering in Hyde Park.
The big boxing match between Floyd Mayweather Jr. and Manny Pacquiao blared on two televisions while people helped themselves to barbecued chicken and ribs, black beans and rice, tamales and drinks. People flooded the house and the yard. At about 11:30, shots rang out from outside the fence.

A woman claiming to have a bomb on the steps of the downtown Los Angeles federal building was detained after an hours-long standoff with police Wednesday afternoon, authorities said.
About 11:03 a.m., the woman told authorities at the building in the 300 block of North Los Angeles Street that she had an explosive device in her backpack and what could be a trigger, LAPD Cmdr. Andrew Smith said. The bomb squad and SWAT officers were dispatched to the scene.
No device was found, Smith said.
The building was evacuated and a five-block area including Los Angeles and Main streets was closed to traffic.

Cameras mounted inside patrol cars captured every moment.
With their guns drawn, Gardena police officers screamed instructions at three men on the sidewalk. The officers warned them to keep their hands above their heads, mistakenly believing that they had been involved in a robbery.
Exactly what happened next is in dispute, but what is undisputed is that the men were unarmed when police opened fire, killing one and seriously wounding another.
Afterward, the Gardena Police Department allowed the officers — over the objection of a sheriff's investigator — to review video of the incident. But the department has refused to make the videos public, even after the city agreed to pay $4.7 million to settle a civil rights lawsuit over the shooting.

Shrouded by darkness in the early dawn, the heavily armored investigators marched toward the Mid-City apartment on St. Elmo Street. One of the officers strode straight to a door on the first floor and banged on it, yelling in Spanish for it to be opened.
On the other side, a desperate young man was stuffing an iPad with 80 downloaded images of child pornography into the cushions of a couch, a detective would say later.
Within moments, 19-year-old Abraham Escoto, his father and uncle were standing outside. The lanky young man with disheveled hair had only recently moved to Los Angeles from Mexico to live with his father.
Now he was facing accusations that he had traded child porn over the Internet with someone in Russia.
Escoto told the investigators standing around him that he would never touch a child.

As soon as Antonio Gonzalez heard that his younger brother was dead, he had a feeling that someone had hurt him.
Gonzalez, 54, got the call about 2 a.m. on a Sunday last month from a social worker from Ronald Reagan UCLA Medical Center. She gave him the bad news, but didn't say how Jose Gonzalez, 51, had died on a Venice street. The woman told him to talk to the paramedics, who were treating it as an accident.
"I had a feeling that someone did something to him," Antonio said. "He was too happy, too healthy."
Jose had some problems in his life. In 1994, he was hit by a car and although his limbs were intact, he was left mentally slower and couldn't work. After the accident, the two brothers made a 1,600-mile pilgrimage to Jalisco, Mexico, to see the Virgin Mary, because it was a miracle that Jose survived, Antonio said.

An Orange County man awaiting trial for allegedly strangling his ex-wife and throwing her from a cruise ship off the Italian coast tried to hire two inmates to kill another ex-wife, according to prosecutors.
Lonnie Loren Kocontes, 57, has been in custody since 2013, when Orange County sheriff’s investigators concluded his ex-wife's death at sea in 2006 was not an accident or suicide but the culmination of a plot that netted him more than $1 million.
The body of Micki Kanesaki was found floating in Italian waters two days after she was reported missing. By then, Kocontes had already returned to the United States and was with another woman whom he later married, Orange County prosecutors said.
Authorities investigated Kanesaki’s death in 2006, and his new wife testified before an Orange County grand jury, prosecutors said. But her story apparently changed when she testified for investigators again in 2013. Soon after, Kocontes was arrested.

Friends described Brendon K. Glenn as a "traveler," part of an urban tribe of homeless young adults and teenagers that roams the country, forming shifting alliances or "families" to survive in the streets.
The 29-year-old was "spanging" — the street term for asking people for spare change — outside a Venice bar with his dog Dozer on Tuesday night, friends said, when someone complained that he was harassing customers.
Glenn scuffled with a bouncer and two police officers, one of whom shot and killed him.
The shooting has set off protests in Venice and questions about whether the officers used excessive force. Los Angeles Police Chief Charlie Beck said last week that he was "very concerned" about the shooting after reviewing a security video of the altercation.
The tape has not been publicly released. But Beck was blunt in his view: "Any time an unarmed person is shot by a Los Angeles police officer, it takes extraordinary circumstances to justify that. I have not seen those extraordinary circumstances."

A longtime Orange County teacher was arrested Monday on suspicion of child molestation and possession of child pornography, authorities said.
Ezequiel Barragan, 48, is accused of having sexual contact with a boy under the age of 14 over the last two years, according to the Orange County Sheriff's Department.
Investigators would not disclose in what capacity Barragan, a Spanish teacher at Dana Hills High School in Dana Point, knew the alleged victim.
The Aliso Viejo resident was also in possession of child pornography, authorities alleged.
Investigators believe there may be other victims. During the last 20 years, Barragan has taught Little League teams as well as junior and high school sports teams.
Barragan also volunteered with the nonprofit Court Appointed Special Advocate for Children, which provides mentoring and courtroom representation for abused and abandoned children, officials said.
The investigation into Barragan was conducted initially by the United States Postal Service but later involved the county's child exploitation task force, sheriff's officials said.
Barragan is being held in County Jail in lieu of $500,000 bail, and he's scheduled to appear in court on Wednesday. It's unclear if he's retained an attorney.
A spokesman for Barragan's employer, the Capistrano Unified School District, could not be reached for comment.

An appellate court ruling due by next week could put a glitch in plans to reach Gov. Jerry Brown's goal of slashing urban water use by 25% statewide.
When Brown announced on April 1 his historic order to cut water use from 2013 levels, he told water agencies to use pricing structures that encourage conservation. In other words, he directed them to charge higher rates to people who use the most water.
But those kinds of rate structures are under fire in a San Juan Capistrano case that could affect water districts statewide. State law prohibits water agencies from charging more for water than the cost of producing and delivering it. A group of San Juan Capistrano residents has challenged the city's tiered rate structure, arguing that it resulted in arbitrarily high fees.
About two-thirds of California water agencies already use some type of tiered structure, and the Los Angeles Department of Water and Power is considering expanding its tiers, charging even more for high use.
