Female victims of homicide often know their killers

The victims vary in age. They were killed in upscale Stevenson Ranch and on the most dangerous streets of South L.A. The specifics may differ, but the homicides of women in Los Angeles County this year take on a deadly rhythm.

On Jan. 14, Mary Matsumoto, 72, was found shot to death in her San Pedro bedroom. Her husband has been charged with murder.

On Feb. 1, Yi-Tung Weng, 48, was tortured and stabbed to death in a downtown apartment. Her son has been charged with capital murder.

On March 5, Tanaya Shanette Goins, 32, was shot to death in her San Gabriel apartment. Her brother has been charged with murder.

On March 24, Klaudia Alas, 32, was found stabbed to death in a black Dodge truck in Van Nuys. Her boyfriend has been charged with murder.

A day later, Lakeisha Lynall, 32, was found shot to death in an alley in Westmont. Victor Terrazas, her boyfriend of about four years, was killed by deputies nearby. He was the only suspect in the slaying.

On April 12, Lucille Wills, 74, was found stabbed to death in a Carson bedroom. Her husband of more than 50 years was dead in the living room from a self-inflicted gunshot wound.

This year, 19 women have been killed in L.A. County, according to coroner's records. In the majority of cases where the suspect has been identified, the victim knew the assailant.

Los Angeles police arrest man in fatal Hollywood stabbing
Los Angeles police arrested a man Thursday on suspicion of fatally stabbing a 27-year-old man the day before in Hollywood Boulevard's tourist district, authorities said.

Raymond Jackson, 29, was arrested by LAPD detectives with the help of the FBI after an investigation that began Wednesday in the 1700 block of North Cherokee Avenue, according to a statement from the department.

Officers arrived about 8:30 a.m. Wednesday at an empty parking lot, where they found a man with critical stab wounds. He was pronounced dead at the scene. His identity has not been released pending notification of his family.

A witness told police that a man had stabbed the victim, then fled in the witness' brown Ford F150 pickup, officials said.

The truck was later found a few blocks away.

It was unclear where Jackson, a Pacoima resident, was arrested. He is being held in lieu of $1-million bond.

Appeals court throws out San Juan Capistrano's tiered water-use rates
An appeals court decision handed down Monday has thrown into question a major component of California's drought conservation efforts.

California's 4th District Court of Appeal found that San Juan Capistrano's tiered water rate structure was unconstitutional because it charged more for water than it cost the city to provide the service.

The court said the city's policy — which penalized water guzzlers with higher rates — failed to base the fees on the actual cost of providing water to customers, as required under Proposition 218.

At least two-thirds of California water agencies use some type of tiered structure, which officials say has been an effective tool for encouraging customers to use less water. The remaining agencies use a flat-rate structure based on the units of water consumed.

Gas-line blast at California shooting range injures 11

FRESNO, Calif. (AP) — A natural gas pipeline explosion at a California sheriff's gun range shot flames well over 100 feet into the air, left 11 people injured and brought traffic on a busy highway to a halt, authorities and witnesses said.

The explosion on a Pacific Gas & Electric Co. pipe happened at the Fresno County Sheriff's gun range while an equipment operator was using a front-loader to build a dirt berm to confine gunfire to the range, the sheriff's department said. A group of county jail inmates were doing cleanup work nearby and most were injured in the blast.

Traffic heading north and south on Highway 99 in Fresno was halted by the explosion at about 2:30 p.m. as flames towered over the roadway, the California Highway Patrol reported.

Freelance photographer Kevin Ling, 42, was driving by shortly after the blast when he saw fire flying into the sky.

lRelated Man killed in Gardena street race, police say; second driver sought

The crash occurred about 8:02 p.m. Tuesday when the vehicle struck a fire hydrant and three pedestrians who were part of a crew filming in the 20300 block of Pacific Coast Highway, said Sgt. Joe Covarrubias of the Los Angeles County Sheriff’s Department.

Initially, investigators believed the film crew didn't have permits, but they later spoke to the city of Malibu and learned the crew did have the proper permits, sheriff's Lt. Jennifer Seetoo said.

The Los Angeles County Fire Department also confirmed the crew had permits.

Two victims were taken to area hospitals and treated for non-life-threatening injuries.

KNBC-TV reported that the car was a part of the film set.
